Implementation of the Queensland Health Payroll System

Question: Describe about the Implementation of the Queensland Health Payroll System. Answer: The Queensland health department had been using payroll systems that were established under Lattice and ESP software that had been implemented as from 1996. Therefore, the state saw the urgency to move on to a new, faster and reliable platform for their payroll system to replace the previous one. Since all government operations were based on the new and standardised SAPs ECC5 and Infors WorkBrain software platforms, Queensland health decided to implement the new platforms for their payroll systems. To implement the project, Queensland Health contracted IBM as the prime contractor in conjunction with Corptech, a government service provider. Poor governance of the project implementation began when IBM was hired to take on the payroll system. An inquiry carried out by former Supreme Court Justice Richard Chesterman, found out that the states decision to settle for IBM was ill-advised, mainly by lack of meticulousness on the state officials part. It was found that, Terry Burns, a former employee of IBM was appointed by the Queensland government to assist in the selection of a prime contractor to take over the payroll system upgrades. Burns shared crucial information with IBM, ideally to make it more favourable for the upgrade tender. IBM placed its bid price way below the competitors. The evidence showed that IBM presented a low price to win the tender which did not truthfully express the cost estimates for the whole project. Upon been awarded the tender, IBM was paid $25.7 million for the system upgrade and a further $416.6 million for maintenance over 3 years. Despite been advised by solicitors to sue IBM for breach of contract for deficient and late delivery, Queensland government reached a negotiable agreement with IBM. It is rooted in gendered social structures rather than individual and random acts; it cuts across age, socio-economic, educational and geographic boundaries; affects all societies; and is a major obstacle to ending gender inequality and discrimination globally. (UN General Assembly, 2006). Teachers are worshipped as God because the God himself says that the way to reach him is shown by the teachers. In this paper gender inequality is addressed and it is seen that first of all the mindset should be changed that they are not the superior players and they could do anything with anyone and it could be only done by teachers as they will read and try to change the mindset. Census data of Uttar Pradesh is looked up, male and female comparison is done. The latest census data of 2011 is analyzed and it could be said that different scheme are their for the development of females but yet the d evelopment is not up to the mark so how come the violence could be decreased. (UN General Assembly, 2006) The United Nations defines violence against women as â€Å"any act of gender-based violence that results in, or is likely to result in, physical, sexual or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or in private life† (General Assembly Resolution 48/104 Declaration on the Elimination of Violence against Women, 1993). Teacher are said to be an ideal personality for the development of the nation. A well know proverb is â€Å"Guru Govind dono khade kake lagu paay, Balihari Guru aapki Govind diyo batay.† (Sant Kabir) Kabir wrote this verse to sing the glory of Guru, without whose help, one cannot cross this ocean of worldlylife. He asks, â€Å"If both, Guru and God in form of Govind were to appear at the door, whose feet will I worship first?† He answers, â€Å"It has to be the Guru’s feet first, because without him, how would I have recognized (known) God?† Women constitute nearly half of the population of the world. Education of women is considered an important issue in the development of the society and if society is developed it will take active part in the development of the nation. Women are educated than only they will able to look and fight after the negative issues faced by them in a positive manner. If each and every state of the country is educated then only the overall growth of the country is possible. India comprises of 29 States and 6 Union Territories. Uttar Pradesh is the most populous and 4th largest state of union of India. Uttar Pradesh is located in the northern part of India. The literal meaning of Uttar Pradesh is Northern Province. With the adoption of constitution of republic India on January 26, 1950, the state of Uttar Pradesh, cultural cradle of India, came into existence. On November 9, 2000, Uttar Pradesh was divided into two states – Uttar Pradesh and Uttaranchal (later renamed as Uttarakhand) resulting in drastically altering the shape of the state. Lucknow is the administrative and legislative capital of the state while Kanpur is the financial and industrial capital. There are in total 71 districts in this state. Today scenario it this as female are taking active part for their empowerment but after 15 years it will change a lot means the issues will increase and when one grows at an age of 21 she will have to face too many issues because it will change more fast. The figures stated are government figures and they are politically influenced and not real figures. Tangible perception is different from reality and how this global change is taking place females have to work harder to match up with it. Addressing Gender Inequality to Decrease Violence Educational reforms can play an important role in preventing violence against women by increasing school safety, by empowering women through education, and by promoting better attitudes and practices among students with regard to women’s human rights. Gender inequality and discrimination are root causes of violence against women, influenced by the historical and structural power imbalances between women and men which exist in varying degrees across all communities in the world. Violence against women and girls is related to their lack of power and control, as well as to the social norms that prescribe men and women’s roles in society and condone abuse. Inequalities between men and women cut across public and private spheres of life, and across social, economic, cultural, and political rights; and are manifested in restrictions and limitations on women’s freedoms, choices and opportunities. These inequalities can increase women’s and girls’ risks of abuse, violent relationships and exploitation, for example, due to economic dependency and limited survival and income-earning options, or discrimination under the law as it relates to marriage, divorce, and child custody rights. Violence against women and girls is not only a consequence of gender inequality, but reinforces women’s low status in society and the multiple disparities between women and men. (UN General Assembly, 2006) Women Education Prospects and Challenges Women Education is necessary because if a women is educated she would be able to empower herself for her rights, fight against discrimination, able to take decision concerning herself, contribute to economic growth of nation, will be able to face all scientific and technological changes and will participate in world politics. In spite of all these knowledge and different programs running at Central and State level the Literacy Growth of female is not up to the mark in Uttar Pradesh as per the rules of National Planning Commission. In India literacy rate is calculated if the person is able to read and write but the actual scenario is totally different because literacy is not just reading and writing but one should be able to understand all perspect. The Literacy rate of females of rural area was 36.90 percent in 2001 and 53.65 percent in 2011 which is low as compared to literacy rate of females in urban areas which was 61.73 percent in 2001 and 69.22 in 2011. Gender Inequality is seen clearly in Uttar Pradesh as per the Census data of 2011 which shows that 77.28 percent of male are literate as compared to female is 57.18 percent. The above Table shows that how the literacy rate had been increased from 12.2 percent to 56.27 percent which is nearly 5 times increment but yet it is not up to the mark. The increase in male percentage is just 4 times which as compared to female is low because female percentage has risen from 4 to 57 which is a good sign but yet it’s below male percentage. This shows that still many females are unable to go to school i.e. the thought of gender inequality is there. So to bring equality for the developed India lot of work is to be done so that ther should be no thought of difference between male and female and violence could be decreased. Secondly it could be clearly seen that female are unable to go to school for the basic education that how could teachers could take active part to make them aware and ready to face any kind of violence that take place with them. Euthanasia Euthanasia, specifically voluntary euthanasia has been a taboo subject for many decades in this, and other countries. Euthanasia, as defined by the Oxford English Dictionary – bringing about of this, especially in the case of incurable and painful disease- comes from the Greek word euthanatos, meaning – a gentle and easy death. It is commonly known as death with dignity given to those who want the choice to die. No one can prevent death. The can only prolong it. Many people solicit their physicians to aid in the quick and easy death. Doctors, aware of ethics of their chosen profession, and consequences of their actions, especially malpractice suits, often refuse the request (www.euthanasia.org/ve.html). Involuntary euthanasia removes those people with a poor quality of life. Those people should have the right to die against their will, argue some health care providers. Ultimately, if no written living will has been left, the decision should fall on that person ’s family. Health care providers declare that if a person has poor quality of life and their life is not worth living, they should not be given lifesaving treatment, regardless of the family’s opinion. They attest that they have the right to deny treatment requested by a patient if they think it is of no benefit to them, even if the patient wishes to have continued life. Problem of unemployment

Unemployment is a serious problem in our country, which leads to poverty. Many people are eager to find Jobs Support themselves as well as their families but there are not enough Jobs for everyone. As a result the problem of unemployment is seen at every level. Lack of Job opportunities has brought depression and hopelessness among our youth. It has made them to go astray which creates many other problems like drug addiction, identity crises, etc.Let us first examine the causes of the problem of nemployment before discussing the various ways and means of solving this problem. There are many reasons for the problem of unemployment in our country. One of them is the slow growth of our economy, in relation to increase in the number of educated persons. But Jobs and gainful avenues cannot be generated in the proportion. The Jobs are restricted in number but the people applying for them are many. So, a large section of people is left without Job. The growth in education has resulted is larger number of people looking for white collar Jobs, which are not available. Again, education is often not aimed at providing people with vocational skills. So their scope for employment remains limited.At the same time, the growth of mechanization and more sophisticated machinery is mportant for the development of industry. But this often means few people are required for specific Jobs. As a result there is more unemployment. It is the responsibility of the government to provide Jobs for all those who are able to work. It has started schemes like the Jawahar Rozgar YoJana, SwarnaJayanti, Gram Swarozgar YoJna and other in rural areas. Loans are also given- to encourage self employment and small scale industries. Technical and vocational education should be stressed.When people get technical nd vocational education, they will not hanker after services on completing their education. They will come out well prepared to stand on their own legs. They will choose a profession in accordance with their capability and aptitude. This will help in solving the problem unemployment. The cause of cellphones, email, and advanced entertainment has a great effect on the American family by helping them become more efficient. The cell phone has become so depended on; most people can’t leave the house without them. They help you become more accessible to other people and more recently have more features than just calling. Texting also makes it easy to send quick messages to people if you don’t have time to have a conversation on the phone. For instance, if you are in a loud place, like a concert or a quiet place where you don’t want to draw attention to yourself, like a church service. They also have other features like games, and music. You can buy games and music right from your phone; you can even access the internet straight from your phone. These new parts of the cell phone help the American family to become more efficient and get in communication with other people faster. Email has become more and more popular since it was invented. Now that just about everyone has an email it is not necessary to mail as many cards or letters anymore. Since the postal system takes so much time most people prefer email simply because their information gets there faster and more efficiently. Adults can send emails to their work and co-workers, which allows them to work from home without even missing a meeting. They can email all of their paper work and they can call into meetings now. Even kids/students can take advantage of this by send emails to their teachers with their school work attached if they are sick or just have late work. The American family has been affected in a very positive way by using these new inventions. Entertainment has also taken a turn into a new direction. There are so many new ways to keep yourself entertained without even leaving your house. For example, already mentioned the cell phone has games and music installed into it that gives you the opportunity to buy new things to keep yourself entertained. Then there is also the television that you can watch movies on or shows that you like. There is even programs like On Demand where you can access it right through your TV and buy a new movie for about five bucks and watch it without even having to leave your couch. The way that entertainment has expanded has had such an impact on the American family. This might not be as positive as the speeded up communication devices since this might cause you to be more inefficient and lay around all day. However, when these entertainment devices are used appropriately you can get a good use out of them without letting them consume all of your time. The way that these new inventions have affected the American family is mostly positive, with very little negative effects. Since these inventions, there has been a more efficient way of communication through cell phones and email, which helps work get done faster. Family diversity means that there are many different types of family in society today not Just nuclear, cereal packet families. There are several different types of family within I-JK society. These include; nuclear, single parent, gay or lesbian, extended and reconstituted.Although nuclear remains the most common family type in the I-JK today with 20% of families falling into the category, other types are fast on the increase due to societies changing attitudes owards what is considered ‘acceptable'. Perspectives such as functionalist and the new right have been described as ‘modernist'. That is, they see modern society as having a fairly fixed, clear-cut and predictable structure. They see one ‘best' family type- the nuclear family- as slotting into this structure and helping it by performing certain essential functions.Modernists are firml y opposed to family diversity. They hold the view that there is only one correct or normal family type. They see the traditional patriarchal nuclear family consisting of a married couple and their ependent children, with a clear labour division between the breadwinner husband and the home maker wife as correct. They also see a clear distinction between who should carry out the ‘instrumental' and ‘expressive' role in the household. They argue, as individual social actors, we make our own choices about family life and relationships, and we now have much greater choice about our personal relationships, and tha t has increased family diversity so much that we can no longer talk about a dominant type.There are many things in modern society that have lead to an increase in family diversity today. One of the main reasons for diversity is the divorce act introduced in 1969-71 meaning women can get a divorce if they feel it is necessary. Judith Stacey argues that greater choice as benefitted women and enabled them to free themselves from patriarchal oppression and to shape their family arrangements to suit their needs. The act has lead to an increase in single parent families and singletons.The modernists would see this as having a negative effect on society as single parent families are ill equipped to bring up a well rounded individual who can make a positive contribution to society. However, a postmodernist, Fiona Weir, argues â€Å"the vast majority of children growing up in single-parent families do so healthily and happily'. Another piece of egislation that is helped increase family dive rsity is the civil partnerships act (2004). It nas meant that same sex couples can legally get married and in many cases adopt a child.Teenage pregnancy is on the increase and this has again increase family diversity and has meant there is an increase in single parent families and the three generational family all living under the same roof. This contradicts parsons claims that the extended family is not as important or needed as much as it was in preindustrial times and points out that in some cases it is needed as much as ever. The changing position of women in society has also had a large impact on family diversity. Many women now are going out to work, whereas in the past they would have stayed at home and looked after the children and her husband.It has meant that many are now either not having children at all or waiting until they are older so they can focus on their careers. The new right and the functionalists would have a big problem with this as they see it as a women's ma in Job is to bear children, take care of her children and the household. The feminists and postmodernists would however see the changing stature of women as something that is very positive as it empowers them and gives them a choice on what they want to do with their own lives.Another key factor to point out when talking about family diversity would be the role of the media in the betrayal of modern families. In soap operas for example there may be a lot of teenage pregnancies and families such as reconstituted ones. This would have a major impact on what people think is acceptable in todays society, nd if people think it is acceptable they are more likely to do it. The media may have cause subjects such as divorce, which would have been a taboo subject in the past, to become socially acceptable which inevitably lead to an increase in the amount that take place.One of the main issues when talking about family diversity would be the increase in the neo-conventional family. Chester de fines the neo-conventional family as a dual earner family in which both spouses go out and work. This family type would be relevant to todays family because of the recession. The recession has eant that the woman can no longer afford to stay at home and care for her family as it is unaffordable. It is similar to the symmetrical family described by Young and Willmott.For Chester, the extent and importance of family diversity described by the new right has been exaggerated. Like the functionalists, Chester sees the nuclear family as dominant. The only important difference between his view and that of functionalists is that Chester sees a change from a conventional to neo-conventional nuclear family where both play an ‘instrumental' or breadwinner role. Ulrich Beck rgues that we now live in a ‘risk society where tradition has less influence and people have more choice. As a result we are more aware of risks.Todays risk society contrasts with an earlier time when roles were more fixed and people had much less choice in how they lived their lives. The modernists would see this traditional view on society as correct and the way our lives should be lived out today as it is the only way a functioning society can survive. For example, people were expected to marry. Once married, men were expected to play the role of the breadwinner and disciplinarian nd to make important financial decisions, while women took responsibility for the housework and childcare.However, the traditional, patriarchal family has been undermined by two trends; greater gender equality and greater individualism. These trends have lead to a new type of family; Ulrich Beck calls it the ‘negotiated family. Negotiated families do not conform to the traditional norms, but vary according to the wishes ot their members. These types ot tamilies are increasingly prevalent today mainly because of the recession and also many women want to work.
